Kentucky red border title (Salvage)

I figured I would check here to see if anyone knows which states I may be able to convert this salvage title into a rebuilt title?

Why not Kentucky? If the vehicle will pass inspection in Kentucky the Kentucky DMV should be able to issue a rebuilt title.
