Is it better to leave the AC on at all times?

I have a friend who claims to “dislike” air conditioning.
When he arrives at my house in the summer, after driving on expressways with his windows open for ~one hour, his face looks like it is going to explode because it is so red. He can’t hear most of what I am saying, and his clothing is so soaked with perspiration that he needs to do a total wardrobe change.

For those who might have overlooked the obvious, he is so cheap that he is willing to endure discomfort, sweat-soaked clothing, and hearing loss in order to save a few cents, and the only thing about A/C that he actually dislikes is his perception of increased expenses.

This is the same guy who washes his dishes in cold water in order to “save money”, but who has to call a plumber a couple of times per year to clear his drains of congealed fats and oils.

He continually shoots himself in the foot
