I’m assuming this is a normal car with a 12V battery; electric use to recharge is minimal. Your calculations are good ballpark figures.
The condo, and many of us, will have to consider the costs of recharging electric cars (Nissan Leaf) and plug in hybrids (Chevy Volt). The number of these cars will increase and recharging a number of them will increase your condo electricity bill.
Most of these cars have 2 charging options. 1 is to install a 220V line so the recharge can take just a few hours. Or, 2 use a standard 110V volt outlet which takes longer, like 12 hours overnight to reach a full recharge. It will up to the owners to install the 220V outlets. It is the 110V outdoor outlets that owners could use and run up common condo electric bills. Your condo board might have to consider making some changes before the electric cars start showing up in your parking lot. When the plug in Prius hits the market numbers of these cars on the streets and in your condo parking lot will increase more rapidly.
