Invest $25 and take the car to any emissions test facility. Ask for an emissions test. They need NONE of your paperwork, they will test the car using the VIN plate on the dash. They do not care who owns it or where you live. They expect the VIN number to tell them all they need to know. If their computer can not deal with your VIN number, they will not test your car…You will be referred to a State run referee testing facility that handles “difficult” vehicles, homebuilts, engine conversions, electric (EV) conversions, and grey market toys like your car…Since your car had to be modified to meet U.S. emissions and safety requirements when it was imported, they may require that process be repeated…
However, if the regular test station accepts the car and it’s VIN number for testing, you are home free…They will fail you for the missing cat and no fuel nozzle restrictor but now you will have a sheet listing the defects and once you correct them and pass a re-test you are good to go. Register the car as a Classic and no further testing is required…
