An ambient temperature of 0 degrees with a -15 degree chill factor
means that water will freeze as fast as it would in -15 degrees
without wind.

Agreed, the water temperature will drop to 0 degrees faster with the wind chill present, but the water temp will never go below 0 degrees.

To reiterate…You can take a glass of water in set it outside when the temps are 35 degrees…with a wind chill of 25…and the water will NEVER freeze.
