fresh air and re-circulate air vent still blows warm air with temp. control in cool position.
With no info on car year or make, it is necessary to guess. Many cars have a hot water shut-off when you do not want heat. that could be mis-adjusted, stuck, or broken.
If the weather is very hot, it can take a long, long time for all the plastic vents and tubes to cool down.
