You have successfully located the fuse circuit the trouble is on, so good job on that. As for the small light causing the battery to drain it is possible but most likely there is more current draw happening than just the light alone. Your thoughts about a bad relay causing the trouble could be true but I doubt that any of them are bad. In order for the relay to cause a current draw the switched contacts would have to be stuck together and supply power to the circuit they are controlling. This kind of thing is possible but not very common. Most relay troubles are due to dirty contacts and fail to make connection.
The trouble I suspect you are having is due to something turning on one or more of those relays. This would be in the control portion of the circuit for the relays. The trouble may be the in the security system since you have a warning light on for it. It sounds like the air bag and brake systems are being disabled also when the fuse is pulled so obviously you don’t want to leave them disabled while driving. You can at least pull the fuse while the car is parked so it will not drain the battery until the fault is tracked down and fixed. Now that the power circuit has been identified the individual branches on that circuit need to checked to see which leg has the trouble on it. Hopefully your Chiltons manual will have the wiring info you need to see all the things tied to that fuse circuit.
