You will get the best mileage if you maintain a steady speed. The exception is if you are in a very hilly area.

Its not that it will kill the mileage,the mileage will be the very close to the same if your try to go up the hill at the same speed whether the cruise is pulling the cable or if your foot is pressing on a pedal pulling the cable. The cruise mileage will be worse than the foot mileage but I would not say it "kills’ the mileage,slowing down up the hill not just a grade change will certainly “save” some mileage.
What will help your mileage is if you don’t try and maintain the same speed on the hill as you did on the flat.
Now we can debate what is a “hill” or what is simply a change in the grade of the road
If the car downshifts when in cruise, you should turn it off and drive the car yourself…But normally, Cruise can control the throttle (and mileage) better than you can…
