Brake pedal drop and car creep

When I’m stopped at a stoplight with my foot on the brake pedal everything is fine for about 20 seconds, then the car starts to creep forward and the brake pedal slowly drops. If I press down on the brake pedal the car stops. I assume the fluid pressure is dropping, but I do not know where to start looking for the cause. When this problem occurs does it always have one cause or could there be several possible causes?

This is a classic failing master cylinder. Have this towed to a garage and repaired. This is dangerous.

Yup.
The master cylinder on your Camry (of unknown vintage) is failing.
Have it replaced before you totally lose the ability to stop the car.
