Anyone have experience with changing tire size to improve handling?

Sorry for my confusion then. I agree with others that it is the quality of the tires themselves that are probably the issue, but given the age and Daewoo it could also be old suspension and steering components.
Like Triedaq I like to upsize slightly for summer tires. For summer I run 225 55 17 on mine and for winter I run the stock size 215 6017. I buy tires with H speed rating for the stiffer sidewalls, and maintain recommended factory tire pressure.

My first new car, a 1987 Ford Escort, came with 165/80R/13 tires, which I now think was inexcusable. I eventually changed them out for 185/70R13 tires and the handling for things like evasive maneuvering was noticeably improved. Your 185/60R/14 tires shouldn’t be that terrible, though. The reason I mention evasive maneuvering is that when the Escort still had the original tires, I was going about 20 MPH toward an intersection and a drunk turned left in front of me. When I tried to brake and steer to avoid said drunk (this happened on good, dry pavement) the car slid almost like it was on ice.

There is often very little clearance between the stock tires and the front struts, especially in front wheel drive cars. Stick with decent stock size tires.

I just read a Wikipedia article about the 2002 Daewoo Lanos and how poorly it did in the Australian crash tests . I might drive one around myself but I certainly would not use it to transport anyone I cared for.
