My room mate was from Luverne, MN and Luverne Bumper used to make all kinds of rear and specialized bumpers for trucks. Big heavy, diamond plate bumpers. I really dislike the rear flat chrome bumpers though. If you shine your lights on them, its like shining your headlights in a mirror and blinding yourself.
Here is what you do… Talk to the guy… Hey bud…I agreed to return this bumper to you once I got home… But the thing is majorly welded to my FRAME. Tell him you are unawares and unfamiliar with this situation.
Its almost certain you thought you would unbolt the thing…not sure what was discussed. Since he knows the guy who welded that thing on…see if he knows somebody to cut it off as you have no exposure to welding on this level.
This does three things…shows you are trying to honor the agreement…lets him know that you didnt fully understand wth was going on with that bumper attachment. and third…shows if he was telling the truth about the bumper maker or if he just wants that same rig on his new ride. Either way it will prompt him to assist you in this endeavor in the interest of both parties.
Im betting he knows a guy who can do the job. Shops near me would charge at least 100 to PROPERLY Burn it off with a torch…then theres Philly who would do it for 25-30 and turn the truck into an inferno…take your pick.
P.S. You should buy some kind of weldable new bumper and bring it with you…cause whomever has the rig to cut it off…will know how to install the new unit you will surely need.

Its that shiny plated steel with the “Diamond Pattern” on it They make all sorts o things out of it…lots of shiny truck tool boxes are DP…even flooring bec of the grip it provides.

The diamonds also make the plate stiffer.
Does not take a room of engineers to weld on bumper brackets. Is the bumper bolted to the brackets? How did they install it? Iif they welded the bracket to frame rail they can surely cut it off.
