Many times a brake special price on ads like this are usually by chains. Maybe the OP could provide the name of the outfit that advertised this price.
I can kind of see where the OP is going with this but there’s still a small amount of murkiness, at least in my opinion.
Usually when a special price is advertised on something like this it’s similar to ads for car sales.
You know, the big gaudy price with banners waving and bright lettering followed by a few paragraphs of microscopically small fine print that dramatically alters the price quoted.
The truth is that the shop knows when advertising the brake job that almost without exception they’ll be putting in new rotors. And the price will go up. Few cars today come with enough meat on the rotors to make machining them practical. They also know that they’re likely to find other needed services…in some cases whether they’re actually needed or not. See “engine flushing” or “induction cleaning” for details.
The “special” is really a bit of a scam. But it’s no different than other marketing ploys such as “2012 Camry for $299/mo” where the small print reads " two year lease with $3,999 down payment". The actualy price is $466/mo and at the end they take the car back.
