I don’t think any Subaru is rated for than 1000 lbs towing. A Toyota Highlander Hybrid will tow 3500 lbs but only gets about 30/28 MPG.
Edit: since you opted for the electric brakes, I think the RAV4 will be adequate for you. The electric motor will help you over the steep parts of the mountains. The only issue you will need to be aware of is that the ATF will need to be changed about every 25k miles. Just check with the Toyota dealer and the trailer manufacturer about the connector so that the Toyota comes with the correct connector.
Also be aware of the total vehicle tow weight. There is a total weight limit that includes the trailer plus what you put in the vehicle. Usually you can max both the tow weight and the GVW at the same time.
