Yes, mufflers usually have weep holes. Helps prevent internal rusting from the water present in the exhaust fumes. Unlikely the odor you are noticing is associated with the muffler’s weep hole. Ask you shop to inspect the exhaust system, maybe something has come loose and is now to close to a rubber component under the car. Another possibility is the cat is overheating, and burning the interior carpeting.
The odor you are experiencing is probably caused by oil leaking onto an exhaust manifold or exhaust pipe.
Most mufflers have weep holes to drain water, this doesn’t cause an odor.
