check engine light comes on. and it says engine reduce power. take the battery cable off and put back on it run like new

1st thing is don’t disconnect the battery, check the codes with the CEL/MIL light is on and running bad, about any parts house will pull the codes for free, let us know what they are… Or you might have to invest in a scanner and DIY…

I’ll add that the problem with disconnecting the battery is that the stored diagnostic information gets erased, which makes discovering the cause of the problem more difficult for your mechanic, and more expensive for you. Plus , while the CEL may go off temporarily , it will almost certainly turn back on again and reduce the engine power once the computer detects the same problem.
The vehicle has a Permanent Diagnostic Trouble Code.
The code cannot be erased from the computer by disconnecting the battery
So, a technician can connect a scanner and retrieve the code with no problem.
The Check Engine light will continue to turn on until the cause of the PDTC is repaired.
