Front wipers often get out of synch and start crossing over one another and get tangled up! Very annoying!!! (Replaced blades and same issue)
The wiper linkage itself needs adjustment.
The only time I’ve seen wipers do that is when a wiper arm is stripped out.
Remove the wiper arms from their posts and check if the splines are stripped out.
