It means skinning a cat fish as they have skin and not scales and like just about everything everyone has their own ideas abought how it should be done. But that is a southern thing as not to many people outside the south will eat a catfish.

Just to go off topic, old neighbors would catch bullheads, like a catfish, nail the head of the fish to a tree and use pliers to strip the skin off. But then again before a squirrel dinner he pulled the tail off, empty socket just right to stick on the antenna of my ford truck, it lasted a few years.
