I guess that is a question and not a statement, hard to tell with out punctuation…

Possible blower motor resistor, blower control switch, HVAC module…

Does this only the A/C mode, or does the same apply for the heater mode?

I would try replacing the blower resistor.

All the low speeds pass thru the resistor, but the high speed splits off and goes thru HVAC controller to ground.
