Mechanic removed tires for brake check and while trying to remove a
lug nut lock spun the wheel stud. Is he responsible for replacing it?
I would say No. It is s 10 year old car serviced countless times. This is likely a problem started on a previous service.

Concur with the Ford man. What probably happened is that the last guy who worked on your car decided to crank the lug nut on with an air wrench. He overtorqued it, possibly by an incredible amount, and set it up to fail the next time the nut was taken off.
lug nut lock? as in a locking lug nut?
Sometimes they need to be taken out with an easy-out tool.
