the fan go on and off and will come back on if i turn off jeep and restart then goes on and off again?
What fan? I would suggest the dreaded Tipm has failed. But that is a wild guess based on almost nothing.

When the blower stops working, with the ignition on, blower speed set on high, reach under the passenger side of the dash, and with the handle of a screwdriver, rap on the blower motor.
If the blower starts working again, replace the blower motor.

Like @Tester was suggesting, the blower motor is most likely bad due to worn brushes inside the motor due to ware over the years. It is more than 10 years old and you have to expect to have occasional problems like that as time goes on. I would first verify power is getting to the motor okay before replacing it.
