2004 Subaru Outback won't start after a short drive on a very cold day

Once in a while my 2004 Subaru outback won’t start after a short drive on a very cold morning (below zero Fahrenheit). It starts fine first thing in the morning then I drive it a quarter of a mile to the store, and 20 minutes later the engine will turn over but not fire at all. If I let it sit a half an hour it will easily start up again. Someone told me there was a Car Talk program many years ago that feature this problem. Any suggestions on what may be happening or where I can find a link to that program? Thanks!

The next time this happens, hold the accelerator to the floor.

This tells the computer to start the engine in the flooded mode.

If the engine starts, the engine was flooded.
