After installing two whole new exhaust systems 98 Cherokee sounds no better. Terrible loud noise not rattling or ticking upon acceleration.
What issue were you trying to solve with the (2) new exhaust systems? I assume the mentioned “loud noise”?
I wonder if you might have a cracked exhaust manifold.

This is the Cherokee, not the Grand Cherokee, right? With the straight 6 engine? I agree, exhaust manifold would be likely, did you have a shop look at it? Should be pretty obvious.
