I have a 1991 Mitsubishi Montero. It has a starting issue, sometimes it turns on after a couple of cranks in warm weather. It does not turn on in cold weather. The starter, battery, thermostat have been replaced. I am not sure what it can be, any ideas are much appreciated.
Since your Montero is fuel injected, there may be a problem with the coolant temperature sensor for the computer.
The computer uses this signal during a cold start so it injects the proper amount fuel and adjusts the ignition timing to start the cold engine.
If the sensor is telling the computer the engine is at operating temperature during a cold start, the engine can be more difficult to start.

Is it at least cranking over?
Blow some starter fluid (or something else flammable) down the throttle body, and see if that makes it fire up for at least a second or two. Report back.
I have a similar era Corolla. Assuming it cranks robustly, 3 common reasons for fails to cold-start
- not enough or too much fuel
- weak or no spark
- engine compression problem
The first step is for your shop to identify which of those it is.
When I’ve had that problem on my Corolla , just one time IIRC, the reason was there wasn’t enough gas in the tank
