My seatbelt will not automatically advance anymore. Anyone have this problem.

I bought new tires from my Buick Dealer. When the service was complete the NEE TIRES were dirty looking and had white glue smeared on the sidewalls. In addition the rims had scratch marks and look like they were hammered…

Passenger side seat belt (when no passenger) flaps when the top is down. Any cures?
