I’ve got a 1998 buick century. When wipers are shut off, they remain at a 45 degree angle. When on pulse they will park in between cycles at the bottem of windshield.

Where is the wiper motor located on this car?

Likely against the firewall probably under a plastic cowling.

Use a multimeter and test all the wiper functions before changing the wiper motor.
