New power steering pump and pulley replaced on 2008 Saturn AURA. Since, a fine vibration is continually felt at all times. The dealership checked the specs on the engine, drive train, and wheels. All o.k. The pump and belt were disconnected and the vibration is there. After a half hour of driving my arms tingle.

Consider it to be a new massage feature. Try rotating your wheels/tires and see if it changes. If your wheels are properly balanced vibration could be from uneven tire wear, alignment, tie-rod ends, steering box, control arm bushings, etc.
