The steering wheel has a little play in it when its locked up, that is you can move it an inch or two. Move it back and forth between the stops and find the center between those stops, the key should turn in this position. It is difficult to turn the key when the steering wheel is against one of the stops.

```
If that does not work, play with the transmission and parking brake.
