Replace catalytic converter or not?

Photo is excellent. Having the actual data always helps greatly. Thank you.

However, I’m still wondering, is it the operating problems that are causing the mechanic to suggest a new cat converter? As I mentioned before, a converter can be restricted and cause poor operation without causing a check engine light or an emissions failure. Also, was there a fault codes stored in the ECU?

Don’t know about fault codes yet, however, assuming the cat is “restricted”, can anything be done to correct this other than replacement? I REALLY appreciate your help…will check back in later for any update.
