perhaps try to grab the head of the bolt and twist it down and out of the pan , then tap for a larger thread or whatever you have to do .

Using a slide hammer to remove a steel drain plug from a steel oil pan will ensure the oil pan gets replaced, there is 1/4" of threaded drain plug beyond the oil pan nut, the drain plug wonāt pull out without a fight.
