There is a very good reason for that.

Drivers will compensate for safety features with increased distraction or recklessness.

RATE is not determined by the number sold, but by a unit of sales (per 100K for example).

You took the words out of my mouth. “Rate of” is a ratio; “number of” is a quantity.

At least on my car it has another purpose as well: it tells the stop/start function when the car has warmed up enough that it can function.

That does make the statistic make more sense. Thanks for pointing that out.
