Absolutely! Returning the vehicle with the same fuel level as when it was signed out is most definitely part of the rental contract.

But anyway to fill you all in, when I dropped off the car they had NO problem whatsoever giving me petty cash on the spot to cover the expense.
If you add oil, get the cheapest Wally World 5W20. Another option is to take it to the nearest outlet for the rental company and let them put the oil in. I had a car for 2.5 months once, and they asked me when I got it if I would get the oil changed in about a month. It was the only car available, and was a triple upgrade. Of course I did! I met a nice guy at the JL who owned a 60’s Mustang convertible getting his oil changed, too. We had a nice converation about where rustless cars come from. His was from West Texas.
