Just had a tire job done, but still pulling left

I believe the before toe values were perfect but to the right because the steering wheel was placed off center to give an out of spec. reading. This gives the impression of “value” to the customer that spent money on an alignment that won’t make much difference in tire wear of driving performance.
A total toe value of 0.01 degrees won’t make the car pull.

Will the vehicle change lanes in a short amount of time if you let go of the steering wheel? Or is the steering wheel simply off center when driving straight?
