2003 dodge neon key is locked and will not turn… Anyone help me? ---

What is the temperature and has it been exposed to water recently? ---

If a front tire is hard against something, pull the steering wheel left, or right, and turn the key. The voltage may be too low to release the ignition key interlock. Attach jumper cables to the battery and try to turn the key, again. ---

True. If you can turn the steering wheel a little in one direction, turn it that way and turn the key. It may take some strength to turn the wheel.
