Just bought very nice Volvo but the cruise doesn’t work, I have the manual but is it a fuse that controls it?

Check the brake lights. If a brake light is out the cruise won’t work.

There is a fuse for the CC system but it most likely ties to a number of other things also. One common issue can be with the adjustment of the brake pedal sensor switch. If that is out then the system can think the brake is on which disables the system.
