Perhaps.  
Have you done the obvious things yet, like checking fuses?

Yes, I did twice in fact in case I miised the first time.

It’s the clockspring. To replace it, you have to remove the steering wheel. It’s not too bad, and some auto stores will loan out the steering wheel puller tool.
