What might be the problem if the rear lights on a 1994 Honda Civic won’t turn off if the light switch is turned off?

If the brake lights are on, check the brake light switch under the dashboard. If the switch is worn out or out of adjustment it can make the brake lights stay on all the time.

You didn’t say WHICH rear lights are on.
