2003 Hyundai Santa Fe the back driver side door child safety lock is on and the outside door handle is broken. I can no longer open from the inside (child lock on) or the outside (handle or clip broken). How do I take off door panel with the door closed?

With great difficulty! You or a shop may be able to remove the rear seat and have enough access to remove the door panel, but it was never designed to be taken apart without opening the door. I’d call your local salvage yard/auto recycler and order a used door panel of the same color and then rip apart what you have to to get the door open. The $75 cost of the door panel will be less than the headache and risk of trying to remove the panel with the door closed.
