Lowering the car only means that he can’t go through snow as deep as the unmodified GTI could. Unless he’s driving on slicks or other dry road tires, it should be OK provided the snow is not up to the undercarriage. I owned the GTI’s grandfather (Rabbit) and it was great in the snow. He may be concerned about damaging it in the snow or ice because of control issues of other cars, too.
