Not neccessarily. Depends on the brand. Ceramics tend to be less dusty and generally wear the rotor less but not always. Metalics are the same. Search brake pads on a site like [TireRack.com](http://TireRack.com). They sell brake pads and rate them for dust, noise and rotor wear.
