Lately, my wheels have been “creaking” whenever I go over a bump. Could it be the shocks?

Does anyone know what this is and if it’s going to break the bank?

 I have a 2002 Hyundai Elantra.

Thank you for your help : )

Can’t hear from here, but yes it could be the shocks or maybe loose wheel covers (unless the wheels are alloys), worn/dry sway bar bushings, worn suspension components, etc.

See if the lug nuts are tight. Try running without the wheel covers. Some of them make noises. It could also be the rubber bushings on the sway bar links. When they get worn, they get loose and the metal could be making the noise.
