My 1992 Buick Century produces a chirping sound when I start the engine when it’s cold. The sound stops after it’s fully warm. I had the water pump replaced only 15,000 miles ago. I recently had the steering rack replaced and subsequently the power steering fluid as well. Could it be the water pump or the power steering pump making the chirping sound? Could a water pump lubricant added to the coolant mix solve the problem?

My primary suspect would be a loose drive belt or a badly worn belt.
It is possible that the belt was not adjusted properly after the water pump installation and/or the PS pump installation. Also, in view of the age of the car, it is very possible that the belt tensioner needs to be replaced.
