Yes that’s the thing. On 1 it stays the same on 2 more as supposed
well then I think Tester is right.
And that’s the big problem can’t find that control unit here.
I think you should follow the good advice that @Nevada_545 gave you. I also suspect that the speed control module has a problem with the OFF position and is allowing power to get the fan motor when it shouldn’t be. Even if that isn’t the problem it is your best suspect and isn’t very expensive to replace it.

All GM cars did this for years, there was no way to totally turn off the fan. Don’t know if they still do, I have not looked at a GM car this century, but my 72 Impala and 98 Olds Intrigue both did this. Grew to hate both of those cars for a myriad of reasons and vowed to never even think of buying another GM.
This problem wasn’t there in my car before
My point was really that this is a problem that doesn’t need fixing because millions of cars were manufactured to run this way.
Okay I get it
Had a similar problem with a 2005 Benz, manual fan control, blower running full tilt, wouldn’t shut off. The blower resistor was shot, cheap and easy fix.
