I have a 2002 honda civic LX, the previous owner mentioned that the brakes had been done recently, but “one rotor may be botched” the car shakes around 50-60 mph, and the brakes pulsate when braking at highway speeds, is this likely one botched rotor, or am I looking at full rotor replacements?

I personally replace rotors in pairs.

I would say at least one rotor is bad and should be replaced based on what you are feeling.
