I have a '94 Toyota Celica, and when I press on the breakes a low base noise comes from the back of the car. The sound is very similar to if one was to drop a rim or a flat circular object and it spins in circles on the floor until it settles. I’m not sure if it is the break pads, or if the axel needs replaced.

Why don’t you remove the rear wheels and check the brakes?
