Dude are you high or what? You start a post stating your negative battery cable is missing and then you post a picture clearly showing your negative cable attached to the battery!

Why is there a sheet metal screw and a washer screwed into the air filter housing?

No negative battery cable and no place to attach one because the negative post is occupied with something.
