Have you checked for a blown fuse?

If the fan works at some speeds, but not others, the resistor is bad. If it doesn’t work at all, check the fuse first.

Make sure you have tried all the speeds. Cars have a habit of burning out the resistors that control the fan speed until you have only high or no fan at all.

It could be the bearing in the blower motor has worn out. If you still have the original blower motor (16 years old), I would bet on it. You will probably need a new blower motor.
