My 88 volvo generally runs great, BUT if Istart it and either it dies or I turn it off within about 3 minutes it refuses to re-start. I have to wait 15 minutes (or so) before it will start again. Its not flooded. what gives?

Check the fuel pump relay. I had the same problem on my '89 240 that would act up the same way. The relay would overheat and a circuit would break because of the heat. If you want to test it find the relay and pull it, put it under a hair dryer for a few minutes, then pop it back in. If it does not start, there ya go. A new relay goes for about $21. Good luck!
