To my knowledge, at a 4 way stop sign, the same rule applies. Otherwise you could sit there forever. At least where I live that’s the rule.
I missed the one about seconds behind a car. Does anyone have a problem with this measly amount of time besides me?
2 seconds following distance is the bare minimum. Increase it for poor visibility, slick surfaces, or poor stopping ability in your vehicle (e.g., an 18-wheeler). You might find yourself at 8 or 10 seconds if everything is bad.
The 2 second buffer is to give you time to react. It’s not meant to be a distance that you can stop in. If you can’t see ahead of the next vehicle, to anticipate when they might be slamming on the brakes, you need to allow more of a buffer. Obviously, if the guy ahead of you slams into something and stops dead (literally?), you won’t be able to stop before hitting them (but you might have reaction distance to steer around them).

This is a common misconception. This rule applies ONLY when both vehicles arrive at the same time.
