Engine surges when transmission upshifts at lower gear ranges, i.e. 1st to 2nd, etc. Worse in colder weather.

One year old car with a warranty. Take it to a dealer, tell them the story, let them fix it.

Yup!  
A one word solution to the OP’s problem… warranty…
