How about actually making a question that people can understand what your problem is ?

The seat belt for which seating position is malfunctioning?

The OP should check his Owner’s Manual/Maintenance & Warranty booklet for the specific details, but–to the best of my recollection–Subaru is one of the few mfrs that provides a _lifetime_ warranty on the seatbelts. I know that this was the case up through at least 2011, but the OP should open his glovebox, take out those booklets, and double-check whether my recollection is correct.

If I am correct, he should simply make an appointment with a Subaru service department, and have them fix it–for free.

He probably means that the seat belt cannot be extended, i.e. the mechanism has locked up. The vehicle may have a salvage title, and/or may have been in a previous accident, and the seat belt(s) were never replaced.
